Vision and Purpose
For the past five years, OneCornwall and SWIFT have been operating as Department for Education (DfE) Teaching School Hubs (TSHs) committed to ensuring that every school across the South West Peninsula can access high-quality, cohesive and ambitious sector-leading professional development.


OneCornwall and SWIFT are now seeking to strengthen this partnership working to ensure the strong positioning for the next phase of Teaching School Hubs in delivery of the Golden Thread.
Part of this new vision and purpose requires engagement and consultation with a range of stakeholders across Cornwall and Devon and the wider sector.
We are ambitious that every school in the South West Peninsula can access high-quality, sector leading professional development that takes account of the context, where many schools are impacted by coastal and rural isolation. At the heart of our ambition is to develop further the quality of Teaching School Hub services and programmes and strengthen the sustainability of our service and programme delivery.
We believe we can achieve this ambition by working in partnership together as Teaching School Hubs and as Associate Colleges of the National Institute of Teaching (NIoT), and Schools and Multi Academy Trusts.

Rationale
Experience shows that OneCornwall-SWIFT and the NIoT represent a robust partnership to deliver high-quality professional development within the South West Peninsula.
If our Associate College status were to be extended to all four Teaching School Hubs (currently, it is three of the four), then the NIoT are clear that this will need to be through a single, robust partnership.
The current Teaching School Hub Leadership and Management Partnership in place this year is demonstrating the power of working in close partnership. By streamlining roles and adopting common systems and procedures, the improved and efficient use of our core grant funding has already improved the quality of programmes and services to schools. To fully realise the potential of our increased partnership, greater integration is now required.

Priorities
OneCornwall-SWIFT are committed to building a robust, sustainable, and high-performing Partnership that builds on the combined experience of our four Teaching School Hubs in successfully delivering dual Teaching School Hub models of the past five years.
To achieve this ambition we have identified the following key priorities:
Collaborative by Design
All Partners will have an equal voice throughout the collaborative development process, essential in building trust, confidence, and genuine commitment to the partnership.
Integrated Structures and Systems
The OneCornwall-SWIFT Partnership will be designed around shared, integrated structures and systems to enable a cohesive and efficient model that supports long-term sustainability and high performance.
Unified Governance
A single governance structure will be established that brings together oversight from all four legal Teaching School Hub entities within the Partnership to ensure clear accountability and effective strategic direction.
A Single, Aligned Staffing Model
An integrated staffing model will bring together executive, operational, and administrative roles to support clear leadership, strengthen collaboration, and ensure resources are used efficiently.
Centralised Financial Planning
A shared approach to financial planning will provide transparency and clarity across the Partnership, ensuring all partners have a full understanding of income, expenditure, and investment priorities.
Shared Systems and Processes
A unified system and process architecture will be implemented to manage data efficiently and consistently to enable better decision-making, streamlined operations, and a more effective organisation overall.
